About the Project

WEB Renewable Energy USA LCC (“WEB USA”) is developing a large-scale solar project in Steuben County, New York, called the Addison Solar Project (the Project). The Project is 105 megawatts (MW) AC with the potential to power approximately 27,000 homes across New York State annually.  

WEB USA has identified Steuben County as a suitable site for the Addison Solar Project. The Project is located across the borders of the Towns of Addison, Campbell, and Erwin. This site was selected due to a variety of factors such as available grid capacity, appropriate land use types, adequate space for a large-scale solar project, adequate solar irradiance levels, minimal physical constraints, and minimal potential for environmental impacts.  

The Project will contribute to the local communities by producing tax revenues, employment opportunities, and other economic and social benefits for the area. 

The development of this Project will significantly contribute to the State of New York’s clean energy goals of a 70% renewable energy portfolio by 2030 and a 100% carbon-free electric grid by 2040. The Climate Leadership and Community Protection Act (CLCPA) sets ambitious targets for a just transition toward renewable energy, and WEB USA is proud to contribute to this green energy future. 

 

Notice of Community Meeting 

WEB USA hosted a community engagement session on February 26, 2025 on the proposed Addison Solar Project. This formal engagement session is a follow-up to our November 2023 community session and is part of the proposed project’s ORES Article VIII application requirements. Our development team looks forward to engaging with our stakeholders, providing updates about the project’s status, answering questions, and hearing community feedback. The community engagement meeting materials included a set of ten posters (below) and our FAQ handout.

60-DAY NOTICE OF INTENT TO FILE AN APPLICATION

WEB Addison Solar, LLC, a New York limited liability company (“Applicant”), is proposing to construct a major electric generating facility under Article VIII of the New York State Public Service Law (“Article VIII”). This notice announces that on or after March 30, 2026, Applicant will file an Application pursuant to Article VIII and its implementing regulations (the “Article VIII Process”) under Permit Application Number ORES DMM Matter No. 23-03015. The Article VIII Process has been implemented by rules enacted by the Office of Renewable Energy Siting and Electric Transmission (“ORES”) and establishes a review process with uniform standards and conditions for all renewable energy projects. The uniform standards and conditions are available at Chapter XI, Title 16 of NYCRR Part 1100 and https://dps.ny.gov/ores-regulatory-documents.

Upon filing the Application, pursuant to Chapter XI, Title 16 of NYCRR § 1100-1.3 and § 1100-5, Applicant will provide funding in the amount of $105,000 to be deposited into a local agency account to be made available to local agencies and potential community intervenors for the purpose of contributing to a complete record leading to an informed permit decision as to the appropriateness of the site and the facility, and particularly for local agencies, shall include the use of funds to determine whether a proposed facility is designed to be sited, constructed, and operated in compliance with applicable local laws and regulations.

Any local agency or potential community intervenor shall submit a request for initial funding within thirty (30) days after the date of filing of the siting application and such requests can be made to: Attention: Request for Local Agency Account Funding, New York State Office of Renewable Energy Siting and Electric Transmission, Three Empire State Plaza, Albany, NY 12223-1350.
